So, you are getting the an error: Could not create directory. /public_html while upgrading a plugin in wordpress. To fix this change the permissions of directory “upgrade” to 777 under wp-content. If this did not work then, delete the directory “upgrade”, create a new one and set file permissions to 777. This will surely work.
